The Association Française des Établissements de Paiement et de Monnaie Électronique (AFEPAME) strengthens its scope of action and announces several key appointments to structure its development. AFEPAME is committed to defending a clearer and more effective regulatory framework, from Paris to Brussels.
A stronger commitment to regulatory issues in 2025
Following AFEPAME's last Annual General Meeting, which renewed the terms of office of its Board members for a further 2 years, the Board made the following appointments: Fanny Rodriguez (representing Fintecture) is appointed President of AFEPAME, Patrick Starkman (representing Checkout.com) is appointed General Secretary, Guillaume Ponsart (representing CentralPay) is appointed Treasurer and Richard Boutet is appointed General Delegate of AFEPAME.
AFEPAME intends to play a key role in the evolution of regulation and the application of current and future regulations.
Its priorities for 2025 include :
- Supporting regulatory developments AFEPAME will represent its members in the drafting and implementation of new European payment regulations (DSP3/PSR), with a particular focus on combating fraud and improving information sharing.
- Optimization of ring-fencing rules The Association will work to establish a standardized framework for the management and protection of ring-fenced funds, by proposing a standardized model that can be used by all players in the industry.
- Simplifying administrative procedures Simplification of administrative formalities: AFEPAME will endeavor to develop constructive exchanges with the ACPR (Autorité de contrôle prudentiel et de résolution), the Banque de France and the EBA (European Banking Authority) in order to reduce the time and formalities involved in approvals and the validation of agreements, and to streamline the operations of payment and e-money institutions.
- Strengthening European cooperation European cooperation: The Association will develop relations with its counterparts in several European countries to promote harmonization of best practices and improve coordination between the various players in the sector.

A constantly evolving association
Created under the name AFEPA in 2010the association became AFEPAME in 2011 to include newly-created electronic money institutions. Since then, it has established itself as a key interlocutor with French and European institutions and regulators. AFEPAME plays a central role in the transformation of the payments sector in France and Europe. It ensures a level playing field for its members and fosters innovation, while defending the interests of the profession in the face of the challenges and opportunities presented by major regulatory developments such as PSD3, PSR and discussions on open banking and blockchain.
To improve AFEPAME's transparency and responsiveness, several initiatives will be studied in 2025 under the impetus of its new Managing Director:
- The introduction of new shared services for membersincluding a legal watch and structured structured information sharing on key topics such as DORA, blockchain, euro digital and artificial intelligence.
- Optimizing mediation and interaction with regulators to guarantee more effective support for members.

About AFEPAME
The Paris-based Association des Établissements de Paiement et de Monnaie Électronique (AFEPAME), founded in 2010, represents payment and e-money players in France. Its 80 members include payment and e-money institutions, payment aggregators and initiators.
- Bring together payment service (PS) and electronic money (EM) operators, payment aggregators and initiators within a dedicated representative body, and represent their interests to the various regulators (Banque de France, Autorité de Contrôle Prudentiel et de Résolution, European Banking Authority, etc.) and industry groups;
- Facilitate the transposition and implementation by its members of the European texts governing these markets (including the variations of the PSD and EMD as well as their evolutions);
